Understanding Moldova beyond the headlines

Chișinău has a car problem. The fix is not more roads.

Chișinău has too many cars for the space it has. The city doubled its cars-per-person in a decade, but it did not change how people move. The result is daily traffic, less usable public space, and higher costs for everyone, including drivers. The city needs a different approach.


The scale of the problem

Chișinău has about 400,000 cars on its streets every day. This is not just an estimate. City officials and local media have repeated this figure throughout 2025 and 2026.

The municipality has about 714,000 residents. That means there is roughly one car on the road for every two people, including children, older people, and people who do not drive. Among working-age adults, the ratio is close to one-to-one.

This did not happen overnight. Moldova’s registered car fleet grew from 530,000 to 895,000 between 2015 and 2025, an increase of 69%, while the country’s population fell by 16%. The number of cars per 1,000 residents almost doubled, from 194 to 375. Most of this growth is concentrated in the Chișinău area, where incomes are higher, remittances from the diaspora are strong, and many people now live farther from the city center.

The road network did not grow at the same pace. The center of Chișinău still has a street pattern designed for trolleybuses and pedestrians, not for 400,000 private cars.

So the result is predictable: traffic jams during rush hour, slow buses and trolleybuses stuck in the same traffic, and streets filled with moving and parked cars instead of space for people.

Why building more roads will not solve it

The usual response to congestion is to build more roads, wider streets, or new bypasses. Chișinău is doing this now. The EBRD-funded bypass road, with sections 2 and 3 approved in June 2026, will help move transit traffic around the city. Three new roads in the outer city — Mircea cel Bătrân Avenue, Industrială Street, and Mesager Street — are also being built with EBRD financing.

These projects are useful. The bypass should remove trucks and transit traffic that do not need to pass through the center. The new peripheral roads can improve access to growing neighborhoods.

But new roads do not solve urban congestion by themselves. This is a well-known pattern in transport planning. When road capacity increases, more people start driving. In time, congestion often returns to the same level or gets worse. This is called induced demand. It has been seen in many cities over many years.

So the bypass will help Chișinău, but it will not solve the main problem: too many private cars using too little urban space.

What actually works

Cities that reduce congestion in a lasting way usually do not do it by adding roads. They change how space is used and how car use is managed.

One of the most effective tools is paid on-street parking. If parking in the center is free, drivers have every reason to circle the area looking for a place to stop. That adds more traffic. If parking costs money by the hour, short visits remain possible, but all-day free parking becomes less attractive.

Chișinău is moving in this direction. The city’s Parking Unit has prepared rules for paid parking zones, with Zone 1, covering the Center and Rîșcani, set to have rates that would make all-day parking expensive. But the plan has been delayed by consultations. There is also political sensitivity, because a previous paid parking scheme under a former mayor collapsed in a corruption scandal, and a deputy mayor was arrested in 2017.

This history makes the issue difficult, but the alternative is continued free parking in one of Europe’s most congested small capitals.

Paid parking is not only a traffic measure. It is also a source of revenue. Cities that use smart parking systems can earn significant income and use it for public transport and urban improvements. The technology is already common in EU cities and can be supplied by European companies.

Park-and-ride facilities are the natural next step. The idea is simple: people drive to the edge of the city, park there, and use public transport for the last part of the trip. Chișinău has approved four such facilities — in Ciocana, Rîșcani, and two in Buiucani — with a total of 1,215 spaces. Construction is under way in 2026.

This is a useful start, but 1,215 spaces against 400,000 daily cars is very small. The system will need to grow much larger, and it must be linked to reliable public transport. It also needs real limits on driving into the center.

Public transport is the other side of the solution. People will leave their cars only if the alternative is convenient. Chișinău already has a strong trolleybus network, carrying over 217 million passengers a year. It has also expanded into suburban areas such as Stăuceni, Ialoveni, Bubuieci, and the airport. Ridership grew by 58% in ten years, which shows that demand is there.

But the service still has problems. Real-time information is inconsistent. Payment is not fully unified. Dedicated lanes exist in some places, but private cars often use them anyway. Without camera enforcement or physical barriers, a painted lane is not enough.

A trolleybus stuck behind cars in its own lane cannot compete with driving. It is just a slower version of the same trip.

Useful examples from Europe

Chișinău is not the first city in this position.

Vilnius, a city of similar size and a similar Soviet-era street layout, changed traffic in its Old Town in 2020. It split the center into four one-way loops, which made through-traffic much less attractive. Transit traffic fell by 40% on the affected streets. The plan took two and a half years to design and one weekend to implement.

Ghent went even further. It pedestrianized 70 hectares of its center in stages, reduced car trips from 55% to 27% of all trips, and reached its 2030 cycling target 11 years early. The full circulation plan cost only €5 million.

These cities did not solve congestion by adding more roads. They made a political decision to use street space differently.

What the city should do

Chișinău does not need a futuristic mobility plan. It needs a practical one. The key measures are:

Enforce dedicated bus and trolleybus lanes. Install cameras to stop private cars from using them. Provide real-time arrival information at every stop. Make payment simple, with bank cards, phones, or QR codes. Create one monthly pass that works across all modes. Expand park-and-ride facilities beyond the current pilot scale.

These are not experimental ideas. They are standard in many EU cities of similar size. The technology already exists.

Why the money matters

This is also an economic issue, not only a transport issue.

Paid parking can bring in tens of millions of lei per year if it is designed and enforced well. That money can be directed back into public transport and urban space.

Bringing in European firms to build parking systems, payment platforms, and traffic monitoring tools has another benefit: it brings know-how and EU standards into the city. For a country that wants to join the EU, that matters.

Every car parked for free in the center is, in effect, a subsidy from the city to the driver. That subsidy comes at the expense of pedestrians, cyclists, and transit users who share the same space. Removing that subsidy is not punishment. It is a better use of public space.

What Chișinău already has

Chișinău actually has several advantages that many congested cities do not.

It has a working trolleybus system with wide coverage and growing ridership. Most cities would need to build that from zero.

It has a compact center. The city center can be crossed on foot in about 30 minutes. That makes it suitable for a model where cars stop at the edge and people move through the center on foot, by trolleybus, or by bike.

It has a Sustainable Urban Mobility Plan, developed with EU support and adopted in late 2025. The plan already includes many of the right ideas: public transport lanes, park-and-ride, more trolleybus stops, and an airport express route. The strategy exists. What is missing is fast implementation.

And it has funding. The EBRD, the EU Growth Plan, and bilateral programs are already financing urban infrastructure in Chișinău at a level the city has not seen before. The question is whether that money will go into more asphalt for cars or into a system designed for people.

The choice

Chișinău is at a turning point that many European cities faced years ago.

The question is not whether the city has a car problem. It clearly does. The question is whether the response will be to make driving easier or to manage demand.

The first path — more roads, more parking, more capacity — has been tried in many cities around the world. It has not solved congestion.

The second path — paid parking, park-and-ride, priority for public transport, and limits on car access — is harder politically, but it works. It brings in revenue instead of spending it. It improves air quality, frees public space, and makes the city more livable.

For a city that is growing in importance, absorbing a large share of the country’s population, and receiving European money for infrastructure, the answer should be clear.

The real question is whether Chișinău will act now, or spend the next ten years building roads that fill up just as fast as the old ones did.
